href=\"https:\/\/www.mitma.es\/recursos_mfom\/paginabasica\/recursos\/20200828_doc_consulta_borrador_oficina2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Access to the document of the preliminary draft of the Mobility Law<\/a><\/li><\/ul>\n\n\n\n<p>The transport and mobility sector is facing a stage of great changes, fundamentally motivated by the opportunities offered by the<strong>&nbsp;introduction of technology in mobility<\/strong>, due to the need to advance towards&nbsp;<strong>decarbonization of the economy<\/strong>, where transport plays a fundamental role, and due to the challenges posed for mobility&nbsp;<strong>increasing population concentration<\/strong>&nbsp;in urban and peri-urban environments.<\/p>\n\n\n\n<figure class=\"wp-block-video\"><video autoplay controls muted src=\"https:\/\/cdn.mitma.gob.es\/portal-web-drupal\/video_portada\/Video%20v2.4_l.mp4\"><\/video><figcaption>MITMA presentation video<\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Areas to regulate<\/h2>\n\n\n\n<p>Without the intention of being exhaustive, the MITMA considers the following areas to be regulated as priorities for structuring the future regulation, and on which the opinion of the sector and society is sought:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Transportation taxation<\/strong><br>Carry out, within the framework of the existing debate in the European Union, the review of the taxation applied to energy sources and means of transport, following the guiding principles of the Climate Change and Energy Transition Law, in order to promote energy efficiency, the use of renewable energies and the reduction of emissions in transport.<\/li><li><strong>Transport financing<\/strong><br>Incorporate into the legal system the precepts that allow the establishment of a transport financing system based on stable, predictable and proportional criteria, in such a way that a correct operation of the different systems is achieved and the uncertainty in the annual financing of operating costs is minimized .<\/li><li><strong>Other subsidies and aid to transport<\/strong><br>Develop the necessary regulations to ensure the coherence of the mobility aid and subsidies system granted by the different public administrations, eliminating possible duplications and increasing their effectiveness.<\/li><li><strong>Planning and financing of transport infrastructures<\/strong><br>Establish the bases to guarantee rigorous planning in the field of transport infrastructures, which provides certainty to the different operators, as well as establish prioritization criteria for the investments undertaken by the General State Administration, which ensures that resources are allocated to projects that generate greater value for society.<\/li><li><strong>Regulation to promote sustainable mobility<\/strong><br>Introduce measures to advance the sustainability of transport and mobility, understanding sustainability from a triple perspective: social, economic and environmental, and establishing measures to promote inclusive mobility for all groups and throughout the territory.<\/li><li><strong>Regulation on awareness and training in sustainable mobility<\/strong><br>Introduce provisions to improve training in sustainable mobility and awareness measures that are aimed at different agents and groups, and the general public.<\/li><li><strong>Research and innovation in transport and mobility<\/strong><br>Review, update and promote new regulation that allows and facilitates R + D + i in mobility, with the aim of achieving a triple balance between the promotion of innovation, legal security, physical and operational security, and the protection of the rights of users, citizens and workers.<\/li><li><strong>Regulation of logistics and urban distribution of goods<\/strong><br>Address eco-incentive systems that promote the reduction of external costs of transport, encouraging the transfer of goods to more sustainable modes and, respecting the competences of other administrations in the matter, contribute to the establishment of a joint vision necessary in urban distribution of goods (DUM), establishing criteria that promote a common and homogeneous system, eliminate administrative barriers and achieve interoperability in a fundamental area of mobility such as proximity distribution.<\/li><li><strong>Digitization and automation of transport and open data<\/strong><br>The massive use of data in mobility applications and innovation in vehicles and transportation patterns pose regulatory challenges. The objective here is to lay the foundations for the regulatory framework to act as an incentive for research and innovation in transport and mobility, avoiding introducing brakes and burdens on innovation, while continuing to ensure the protection of user rights in new developments.<\/li><li><strong>Improved transport competitiveness and other sectoral measures<\/strong><br>Improving the competitiveness of transport and logistics may require modifications of the sectoral rules that regulate each mode of transport.<\/li><li><strong>Instruments for governance and public participation<\/strong><br>The transversal nature of mobility and the different administrations that have competences over it, make it necessary to establish a governance structure under the principles of collaboration, cooperation and coordination, with full respect for the distribution of powers, which guarantees the monitoring of the objectives that are established and promote coherence in the actions carried out, with the participation of all the actors involved.<\/li><\/ol>\n\n\n\n<p>Through the following form you can make contributions on the aforementioned topics.
